Best way to record for a movie?
Is there an in game option to export a recording as a file, or do I need to get a screencasting tool like Camptasia?
I want to start recording myself so I can share these moments like when I got 38-0 defending a base as an Infiltrator and no one believes me, lol.

I believe there is an in-game option. Also, it allows to publish video on Youtube.

You can use the in-game option to stream or do an offline recording. Also, there are capture software apps like Open Broadcaster Software (free) or XSplit which would help with recording or streaming PS2 game play live on the internet.

The In-Game always says it's reached its limit for me whenever I try to record. I also can't turn it off using the hotkey. Nor do I know where the files go off to after they're recorded.
I remember using FRAPS and tmpgenc to convert, then WMMing them into actual productions, back when I played the first game.

FRAPS is excellent for recording as well. The freeware alternative would be MSI Afterburner, which works just as well.
